Please explain

I still fondly remember (and at my age, grateful that I still can) my participation in the 1980 Maine democratic caucus, where I and a handful of others caucused for Jerry Brown (until we were required by the rules stipulating a minimum number, which we fell below, required that we join one of the other two candidates (and I think I joined with the Teddy folks, though here memory fades). There were several hundred participants in the local high school gym that year, and the population in Maine has been growing since 1980. So how is it possible that yesterday's  democratic caucus in Maine had fewer than 4,000 participants statewide?
